You could download a 32-bit.msi or.msm from here:. However, the service pack of the runtime that gets installed must match the service pack of the SDK that was used to develop the application. If the app was written more than 6 months ago, odds are that the correct version of the SDK and runtime are no longer available. If this is the case, you'll need to download the latest version of the SDK (Install Executable to integrate into Visual Studio) and recompile the app using that. Then you can deploy it with the latest version of the runtime.
